U.S. Senate Confirms Roman Pipko as New Ambassador to Estonia

The United States Senate has officially confirmed Estonian-born lawyer Roman Pipko as the next U.S. ambassador to Estonia, the U.S. Embassy announced on Tuesday.

Pipko, 65, was nominated earlier this year by President Donald Trump. His nomination was approved by a narrow vote in the Senate — 51 in favor and 47 against.

“Congratulations to Roman Pipko on his Senate confirmation to be the next U.S. Ambassador to Estonia,” the U.S. Embassy in Tallinn wrote on social media. “We look forward to welcoming him and working together to strengthen the partnership between our two countries.”

Pipko has a long record of international work, representing U.S. interests at the European Bank for Reconstruction and Development (EBRD) and the Russian-American Enterprise Fund. He has also advised American companies on major business projects across Europe and Africa and has been involved in enforcing U.S. sanctions policy.

During his Senate confirmation hearing, Pipko praised Estonia’s defense commitment, noting that the country already spends more than 5% of its GDP on defense — surpassing the level President Trump has urged other NATO members to reach. He described Estonia as a “megaphone” for the U.S. within NATO, helping encourage other allies to boost their own defense spending.

Born in Estonia in 1960, Pipko emigrated to the United States with his mother in 1981. He studied law at the University of Tartu, where classmates remember him as a sharp and talented student. Estonian MP Valdo Randpere recalled Pipko as “bright and hardworking,” while former minister Taavi Aas described him as “a very professional negotiator” from their time working together on business deals.

Pipko previously served as a legal adviser for U.S. investors in Estonia during the early 1990s and again from 2009 to 2015. He was involved in talks over the Kunda cement factory renovation and the redevelopment of Tallinn’s Linnahall, though neither project ultimately went forward.

His daughter, Elizabeth Pipko, is a well-known Republican spokesperson and media personality who has worked on Donald Trump’s campaigns since 2016. She has also been a vocal supporter of Ukraine.
